A constru\u00e7\u00e3o do novo PNE (Plano Nacional de Educa\u00e7\u00e3o 2011-2020), a porcentagem do PIB (Produto Interno Bruto) que o pa\u00eds investe na \u00e1rea e a implementa\u00e7\u00e3o do CAQ (Custo Aluno-Qualidade) foram os destaques das falas de abertura.<br \/>\n<\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: normal;\"><span style=\"font-size: 10pt; font-family: Verdana;\">Para o secret\u00e1rio executivo adjunto do MEC e coordenador da Comiss\u00e3o Organizadora Nacional da Conae, Francisco das Chagas, o Brasil \u201cprecisa avan\u00e7ar em rela\u00e7\u00e3o ao percentual do PIB e em rela\u00e7\u00e3o ao CAQ\u201d. Hoje o pa\u00eds investe apenas o equivalente a 4,7% do PIB em educa\u00e7\u00e3o. Emendas da Campanha Nacional pelo Direito \u00e0 Educa\u00e7\u00e3o prop\u00f5em um aumento gradual desse \u00edndice, come\u00e7ando com 7% do PIB em 2011 e chegando a 10% em 2014.<br \/>\n<\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: normal;\"><span style=\"font-size: 10pt; font-family: Verdana;\">No que diz respeito ao CAQ, a Conae deve reafirmar o avan\u00e7o conquistado h\u00e1 dois anos na Coneb (Confer\u00eancia Nacional de Educa\u00e7\u00e3o B\u00e1sica) e aprovar os conceitos b\u00e1sicos do Custo Aluno-Qualidade que constam em v\u00e1rios pontos do <\/span>Documento Base da Conae. Em 2007, a Campanha Nacional pelo Direito \u00e0 Educa\u00e7\u00e3o lan\u00e7ou o estudo <em>\u201cCusto Aluno-Qualidade Inicial: rumo \u00e0 educa\u00e7\u00e3o p\u00fablica de qualidade no Brasil\u201d<\/em>, que indica quanto deve ser investido por aluno de cada etapa da educa\u00e7\u00e3o b\u00e1sica para que o pa\u00eds comece a oferecer um ensino com o m\u00ednimo de qualidade a seus alunos e alunas.<\/p>\n<p class=\"MsoNormal\" style=\"line-height: normal;\"><span style=\"font-size: 10pt; font-family: Verdana;\">Com a participa\u00e7\u00e3o de 2,5 mil delegados eleitos em munic\u00edpios e estados e 500 observadores convidados, o tema central da confer\u00eancia \u00e9 \u201cConstruindo um Sistema Nacional Articulado de Educa\u00e7\u00e3o: Plano Nacional de Educa\u00e7\u00e3o \u2013 Suas Diretrizes e Estrat\u00e9gias de A\u00e7\u00e3o\u201d. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: normal;\"><span style=\"font-size: 10pt; font-family: Verdana;\">Na fala de abertura da Conae, o ministro da Educa\u00e7\u00e3o, Fernando Haddad, afirmou que o novo plano dever\u00e1 fixar metas qualitativas e caminhos para que esses objetivos sejam cumpridos. Haddad destacou ainda que o financiamento do novo PNE n\u00e3o sofrer\u00e1 cortes, a exemplo do plano atual. Em janeiro de 2001, ao sancionar a lei 10.172, o ent\u00e3o presidente Fernando Henrique Cardoso vetou nove pontos do PNE, todos referentes a repasses de recursos. O principal veto impediu a eleva\u00e7\u00e3o do investimento em educa\u00e7\u00e3o para um m\u00ednimo de 7% do PIB.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"line-height: normal;\"><strong><span
