A C\u00e2mara dos Deputados realizou nesta ter\u00e7a-feira (6) Sess\u00e3o Solene em homenagem ao Dia Internacional da S\u00edndrome de Down, comemorado no \u00faltimo dia 21 de mar\u00e7o. O requerimento para realiza\u00e7\u00e3o da solenidade foi apresentado pela Comiss\u00e3o de Legisla\u00e7\u00e3o Participativa, por meio do seu presidente, o deputado federal Paulo Pimenta (PT-RS), em conjunto com a Federa\u00e7\u00e3o Brasileira das Associa\u00e7\u00f5es de S\u00edndrome de Down (FBASD).<\/p>\n<\/div>\n

O ato iniciou com a exibi\u00e7\u00e3o de um v\u00eddeo institucional, produzido pelo Minist\u00e9rio da Educa\u00e7\u00e3o, retratando os esfor\u00e7os e avan\u00e7os, como investimentos em forma\u00e7\u00e3o de professores e adequa\u00e7\u00f5es arquitet\u00f4nicas de pr\u00e9dios escolares,\u00a0 conquistados no \u00e2mbito da inclus\u00e3o de pessoas com defici\u00eancia\u00a0 no ensino p\u00fablico. H\u00e1 dez anos, de acordo com o MEC, apenas 13% destes alunos estudavam nas escolas regulares, e hoje 56% est\u00e3o nos ambientes comuns de ensino e aprendizagem. J\u00e1 o n\u00famero de alunos com S\u00edndrome de Down que estuda em escolas representa mais de 25 mil matr\u00edculas.<\/div>\n

FBASD representa a luta das fam\u00edlias que se negaram a conviver com a discrimina\u00e7\u00e3o<\/strong><\/p>\n

Autor do requerimento, o deputado Paulo Pimenta lembrou que o Dia Internacional da S\u00edndrome de Down\u00a0 tem contribu\u00eddo, ao longo dos anos, para a reflex\u00e3o da sociedade sobre o hist\u00f3rico de exclus\u00e3o das pessoas, conduzindo ao questionamento das diferentes formas de discrimina\u00e7\u00e3o nos espa\u00e7os sociais e, principalmente, da nega\u00e7\u00e3o de seus direitos fundamentais.<\/p>\n

\u201cA Federa\u00e7\u00e3o Brasileira das Associa\u00e7\u00f5es de S\u00edndrome de Down representa em nosso pa\u00eds o protagonismo das fam\u00edlias que se negaram a conviver com a discrimina\u00e7\u00e3o e que enfrentaram o desafio de apoiar seus filhos no exerc\u00edcio da cidadania, na efetiva\u00e7\u00e3o do seu direito de estar e conviver com os demais membros da sua comunidade, de fazer parte da sua gera\u00e7\u00e3o\u201d, destacou Pimenta. O parlamentar disse ainda que hoje, muitas crian\u00e7as, jovens e adultos com S\u00edndrome de Down t\u00eam assegurado seu direito de acesso e participa\u00e7\u00e3o na sociedade, fazendo avan\u00e7ar as rela\u00e7\u00f5es e as condi\u00e7\u00f5es de igualdade de oportunidades. \u201cEsse processo repercute na educa\u00e7\u00e3o, no trabalho, na comunica\u00e7\u00e3o e faz com que, cada vez mais, as pessoas reconhe\u00e7am a necessidade de eliminar todas as barreiras que impedem a inclus\u00e3o\u201d.<\/p>\n

Para exemplificar e ampliar o debate de inclus\u00e3o de pessoas com defici\u00eancia na sociedade estiveram presentes no ato solene a Secret\u00e1ria de Educa\u00e7\u00e3o Especial do Minist\u00e9rio da Educa\u00e7\u00e3o, Cl\u00e1udia Dutra, a Sub-Secret\u00e1ria Nacional de Promo\u00e7\u00e3o dos Direitos da Pessoa com Defici\u00eancia da Secretaria de Direitos Humanos da Presid\u00eancia da Rep\u00fablica, Izabel Maior, a Presidente da Federa\u00e7\u00e3o Brasileira das Associa\u00e7\u00f5es S\u00edndrome de Down, Cl\u00e1udia Grabois, e Breno Viola e Maria Tereza Antunes tamb\u00e9m representantes da FBASD.<\/div>\n
Secret\u00e1ria de Educa\u00e7\u00e3o Especial do MEC, Claudia Dutra, parabenizou o trabalho realizado pela FBASD que, segundo ela, \u201ctem sido uma parceira nessa caminhada de conscientiza\u00e7\u00e3o dos direitos de cidadania, de mudan\u00e7a na concep\u00e7\u00e3o de curr\u00edculo, da organiza\u00e7\u00e3o da escola para atender a todos os alunos\u201d.<\/div>\n

Representante da FBASD, Breno Viola, questionou o comportamento, por vezes, protetor dos pais que n\u00e3o buscam os meios para promover a inclus\u00e3o das pessoas com defici\u00eancia na sociedade. \u201cAcho que precisamos mostrar o talento das pessoas com defici\u00eancia. Por qu\u00ea? Porque a exclus\u00e3o come\u00e7a em casa. Sei que uma m\u00e3e ama seus filhos, mas \u00e0s vezes tem medo de nos mostrar para a sociedade do nosso Brasil. Para que sejamos inclu\u00eddos, precisamos dizer para a nossa m\u00e3e: M\u00e3e, se voc\u00ea morrer, o que ser\u00e1 da gente?”, indagou.<\/p>\n

Aposentadoria Especial \u00e0s pessoas com deific\u00eancia<\/strong><\/p>\n

A Sub-Secret\u00e1ria Nacional de Promo\u00e7\u00e3o dos Direitos da Pessoa com Defici\u00eancia da Secretaria de Direitos Humanos da Presid\u00eancia da Rep\u00fablica, Izabel Maior, fez um pedido especial aos parlamentares que acompanhavam a solenidade. Ela pediu que seja colocado em vota\u00e7\u00e3o o projeto de lei do ex-deputado Leonardo Mattos que concede aposentadoria especial \u00e0s pessoas com defici\u00eancia, devido ao envelhecimento precoce e ao desgaste dessas pessoas no dia a dia.<\/p>\n

Direito de assumir um papel de protagonismo na sociedade e criminaliza\u00e7\u00e3o da discrimina\u00e7\u00e3o<\/strong><\/p>\n

Cl\u00e1udia Grabois, Presidente da FBASD, disse que o papel da Federa\u00e7\u00e3o \u00e9 defender o direito que as pessoas com S\u00edndrome de Down t\u00eam de assumir seus pap\u00e9is de protagonismo na sociedade. \u201cEsse \u00e9 o nosso desejo. Queremos de fato \u00e9 que os nossos filhos e que os filhos do Brasil que tenham S\u00edndrome de Down assumam os seus pap\u00e9is na sociedade. Grabois lembrou que o Brasil tem uma das legisla\u00e7\u00f5es mais avan\u00e7adas do mundo, no entanto \u00e9 preciso todo um esfor\u00e7o da sociedade civil para tir\u00e1-la do papel. A Presidente da FBASD prop\u00f4s ainda que a discrimina\u00e7\u00e3o seja criminalizada. \u201cFalta de acessibilidade \u00e9 discrimina\u00e7\u00e3o. No momento em que conseguirmos criminalizar a discrimina\u00e7\u00e3o, da\u00ed, sim, daremos muitos passos \u00e0 frente\u201d, conclui Grabois.<\/p>\n

The Brazilian House of Representatives held a solemn session this Tuesday (6) in honour of World Down Syndrome Day, celebrated on March 21. The initiative came from the Participating Legislative Comission, through its President, Representatiive Paulo Pimenta (PT-RS), together with Brazilian Federation of Associations of Down Syndrome (FBASD).
\nThe act started with an institutional video produced by the Ministry of Education (MEC), showing the efforts and advances, like investments on teachers qualifications and architectural adaptations on school buildings, all carried out for the inclusion of persons with disabilities in regular public schools. According to MEC, ten years ago only 13% of those students went to regular schools. Today, 56% are part of the gerenal system. Of those, more than 25,000 have Down syndrome.
\nFBASD respresnts the struggle of families that refused to live with discrimination. On his speech, Paulo Pimenta said that World Down Syndrome Day, through the years, has helped society to reflect about the history of people\u00b4s exclusion, leading it to question the different forms of prejudice in social spaces and, especially, the denial of fundemental rights of those people.
\n\u201cIn our country, Brazilian Federation of Associations of Down Syndrome represents the protagonism of families that refused to live with discrimination and faced the challange of supporting their children to fulfil their citzenship, to have their right to be and live within members of their communities, to belong to their generation\u201d, he pointed out.
\nThe Representative said also that still today, many children, teenagers and adults with Down syndrome have been assured their right to access and participation in society, thus promoting relationships and conditions to equal opportunities. \u201c This process involves education, work, communication and make people recognize more and more the need to eliminate all barriers that stop inclusion from happening.\u201d
\nMany authorities were invited to show examples and participate in the debate about the inclusion of persons with disabilities in society: Ms Claudia Dutra, Under-secretary for Special Education from Education Ministry, Ms Izabel Maior, National Under-Secretary for Promotion of the Rights of Persons with Disabilities, Ms Claudia Grabois, President of Brazilian Federation of Associations of Down Syndrome, Breno Viola and Maria Tereza Antunes, also representing the Federation.
\nClaudia Dutra honored the work carried out by FBASD that, acording to her \u201chas been a partnership on the road to raise awareness of citizenship rights, change of the curriculum conception and organizing the school to cater for all students\u201d. <\/em><\/p>\n

Exclusion begins at home<\/em><\/p>\n

Representing FBASD, Breno Viola, questioned too protective treatment by parents, that, sometimes, don\u00b4t do much to promote the inclusion of their children with disabilities in society. \u201c I think we need to show persons with disabilities\u00b4talents. Why is that? Because exclusion starts at home. I know a mother loves her children, but sometimes she is afraid to show us to Brazilian society. For us to be included, we have to tell our mother: Mother, if you die, what is going to happen to us?\u201d, he asked.

Special Retirement for Persons with Disabilities
\n<\/em><\/p>\n

Ms Izabel Maior, National Under-Secretary for Promotion of the Rights of Persons with Disabilities, made a special request to the representatives present at the session. She asked that a bill by Representative Leonardo Mattos that grants special retirement to persons with disabilitiy, because of their early aging should be put to vote. <\/em><\/p>\n

Right to assume their protagonistic role in society and criminalization of discrimination<\/em><\/p>\n

Claudia Grabois, President of FBASD, said the job of the Federation is to fight for the right that persons with Down syndrome have to assume their roles in society as protagonists. \u201cThis is our desire. What we really want is that our children and Brazil\u00b4s children with Down syndrome assume their roles in society.\u201d Grabois said that Brazil is one of the countries with the most progressive laws, but civil society has to join in an effort to make them really happen. FBASD\u00b4s President called for the criminalization of discrimination. \u201c Lack of accessibility is discrimination. When we are able to criminalize discrimination, then we will take many steps forward\u201d, she concluded.<\/em><\/p>\n

At the end of the solemn session, FBASD honored Claudia Dutra, Under-secretary for Special Education from Education Ministry, for the work she has been leading at Secretary of Special Education. Breno Viola, from FBASD handed her the plaque. <\/em><\/p>\n
