Com rela\u00e7\u00e3o a atividades p\u00fablicas propostas pelo Estado e relacionadas com a bio\u00e9tica, podem ser citadas como refer\u00eancia a cria\u00e7\u00e3o da Comiss\u00e3o Nacional de \u00c9tica em Pesquisa do Minist\u00e9rio da Sa\u00fade (CONEP) (1996) e a Comiss\u00e3o T\u00e9cnica Nacional de Biosseguran\u00e7a (CTNBio) (2005). Como medida mais recente, deve ser registrado que o Poder Executivo enviou para aprecia\u00e7\u00e3o do Congresso Nacional o Projeto de Lei 6032\/2005, que prop\u00f5e a cria\u00e7\u00e3o do futuro Conselho Nacional de Bio\u00e9tica (CNBio\u00e9tica). Concomitantemente, entre os anos 2003 e 2005, a Organiza\u00e7\u00e3o das Na\u00e7\u00f5es Unidas para a Educa\u00e7\u00e3o, a Ci\u00eancia e a Cultura (UNESCO) promoveu intensas discuss\u00f5es mundiais para constru\u00e7\u00e3o da Declara\u00e7\u00e3o Universal sobre Bio\u00e9tica e Direitos Humanos, o documento internacional mais importante j\u00e1 constru\u00eddo sobre a mat\u00e9ria. O Brasil foi um dos pa\u00edses mais ativos no processo de elabora\u00e7\u00e3o e aprova\u00e7\u00e3o de referida Declara\u00e7\u00e3o, ato efetivado na 33. Sess\u00e3o da Confer\u00eancia Geral da UNESCO realizada em 19 de outubro de 2005, com o referendo un\u00e2nime de 191 pa\u00edses. Este fato comprometeu politicamente o pa\u00eds n\u00e3o somente com a co-paternidade do documento, mas tamb\u00e9m com sua efetiva implanta\u00e7\u00e3o. O conte\u00fado da Declara\u00e7\u00e3o renovou e politizou a agenda bio\u00e9tica do S\u00e9culo 21, ampliando a a\u00e7\u00e3o da disciplina dos exclusivos dom\u00ednios biom\u00e9dicos e biotecnol\u00f3gicos aos quais se dedicava anteriormente, aos campos sanit\u00e1rio, social e ambiental. O objetivo da presente pesquisa foi analisar como a bio\u00e9tica &#8211; dentro do recente referencial epistemol\u00f3gico proporcionado pela UNESCO &#8211; vem sendo incorporada pelo Estado brasileiro, tomando como objeto de estudo as atividades desenvolvidas nos Minist\u00e9rio da Sa\u00fade, Minist\u00e9rio da Ci\u00eancia e Tecnologia e Secretaria Especial de Direitos Humanos e relacionadas com este novo territ\u00f3rio do saber cient\u00edfico.<\/p>\n","protected":false},"excerpt":{"rendered":"<p>O objetivo da presente pesquisa foi analisar como a bio\u00e9tica &#8211; dentro do recente referencial epistemol\u00f3gico proporcionado pela UNESCO &#8211; vem sendo incorporada pelo Estado brasileiro.
