Gostaria de expressar um caloroso OBRIGADA ao Presidente eleito Obama por fazer com que uma classe inteira de cidad\u00e3os exclu\u00eddos ganhassem visibilidade em seu discurso de vit\u00f3ria ontem \u00e0 noite: as pessoas com defici\u00eancia.<\/span><\/span><\/p>\n

Eu sou uma cidad\u00e3 americana surda, tamb\u00e9m tenho d\u00e9ficit de aten\u00e7\u00e3o e um pequeno problema no p\u00e9. Logo, eu tamb\u00e9m sou uma americana com defici\u00eancia. Esta \u00e9 a primeira vez que eu me lembro de me sentir inclu\u00edda numa campanha pol\u00edtica enquanto pessoa com defici\u00eancia.<\/span><\/span><\/p>\n

Historicamente, pessoas com defici\u00eancia t\u00eam sido colocadas \u00e0 margem, confinadas em nossas casas ou \u2013 pior, em institui\u00e7\u00f5es. Isso se deve, por uma parte a nossas limita\u00e7\u00f5es, e por outra porque a inclus\u00e3o n\u00e3o foi priorizada, mesmo quando teria sido muito simples de consegu\u00ed-la. Ent\u00e3o, j\u00e1 que n\u00e3o nos era permitido estar inclu\u00eddos na sociedade, as pessoas n\u00e3o nos viam e assumiam que n\u00e3o exist\u00edamos. Logo os temas e as preocupa\u00e7\u00f5es com impacto mais profundo em nossas vidas, nossas liberdades mais fundamentais, e at\u00e9 mesmo a nossa sobreviv\u00eancia di\u00e1ria nunca foi considerada importante. <\/span><\/span><\/span><\/p>\n

N\u00f3s somos o maior grupo entre as minorias neste pa\u00eds \u2013 a Organiza\u00e7\u00e3o Mundial da Sa\u00fade estima que sejamos cerca de 10% da popula\u00e7\u00e3o. Mesmo assim, as pessoas n\u00e3o nos v\u00eaem nas ruas, em suas casas, no seu trabalho, nas pol\u00edticas que tra\u00e7am, nos programas que implementam, ou em suas vidas. Na sociedade americana, e em todo mundo, n\u00f3s somos permanentemente \u201cinvizibilizados\u201d. A maioria dos pol\u00edticos, na maior parte do tempo, nem nos menciona como Obama fez ontem \u00e0 noite. N\u00f3s somos t\u00e3o sistematicamente exclu\u00eddos que at\u00e9 um gesto “para ingl\u00eas ver” \u00e9 um avan\u00e7o para n\u00f3s. (Nota Trad: a autora usa a palavra tokenism e essa \u00e9 a express\u00e3o que mais se aproxima do significado).<\/em><\/span><\/span><\/p>\n

Eu votei no Obama ontem pela manh\u00e3 por muitas raz\u00f5es. Mas uma motiva\u00e7\u00e3o importante para mim foi o fato dele ter sido o \u00fanico candidato que preparou uma plataforma abrangente sobre os direitos das pessoas com defici\u00eancia.\u00a0Isso \u00e9\u00a0in\u00e9dito e impressionante porque \u00e9 uma das primeiras vezes que um pol\u00edtico reconhece que as quest\u00f5es referentes \u00e0 defici\u00eancia n\u00e3o devem ser confinadas a programas de prote\u00e7\u00e3o social, ou servi\u00e7os para veteranos que se tornam deficientes em guerras, ou\u00a0os servi\u00e7os educacionais para as chamadas crian\u00e7as com \u201cnecessidades especiais\u201d.<\/span><\/span><\/p>\n

Todos estes s\u00e3o assuntos importantes tamb\u00e9m, mas a plataforma de Obama \u00e9 um raro reconhecimento de que as pessoas com defici\u00eancia n\u00e3o s\u00e3o um grupo monol\u00edtico. Programas de prote\u00e7\u00e3o social n\u00e3o necessariamente atendem todas as nossas necessidades; n\u00e3o somos todos veteranos; e n\u00e3o somos todos crian\u00e7as. Mesmo com seu programa com rela\u00e7\u00e3o \u00e0 defici\u00eancia em minha mente, eu n\u00e3o estava preparada para este momento. De repente, um dos grupos de americanos mais negligenciados foi reconhecido em seus direitos. De repente, me senti vis\u00edvel.<\/span><\/span><\/p>\n

Eu tive que recome\u00e7ar a escrever essa carta duas vezes porque eu ficava parando para chorar. Que coisa t\u00e3o poderosa,\u00a0simplemente sentir-se valorizado.\u00a0Que coisa t\u00e3o poderosa termos o presidente eleito do pa\u00eds nos reconhecendo, n\u00e3o como uma classe especial \u00e0 parte, mas como integrantes da sociedade como um todo. Exatamente como deveria ser. Exatamente no lugar a que temos direito.<\/span><\/span><\/p>\n

Senhor Obama, o senhor pode esperar mais cartas minhas nos pr\u00f3ximos anos. Eu sou uma pessoa com muitas opini\u00f5es e n\u00e3o tenho medo de express\u00e1-las. Dear President Elect Barack Obama:<\/p>\n

I wanted to convey a heartfelt THANK YOU to President elect Obama for making an entire class of excluded citizens visible in his acceptance speech last night: people with disabilities. THANK YOU for including the word \u201cdisabled\u201d in your acceptance speech last night.<\/p>\n

I am a Deaf US citizen who also has attention deficit disorder and a mild foot problem. So I, too, am an American with disabilities. This is the first time I can recall feeling included in a political campaign as a person with disabilities.<\/p>\n

Historically, people with disabilities have been pushed to the margins, confined to our homes\u2013or worse, to institutions. This was partly because of who we are and partly because people simply did not prioritize our inclusion, even when it would be simple to do so. Then, because we were not allowed to be in the mainstream of society, people didn\u2019t see us\u2013and thus assumed we do not exist. So the issues and concerns with the most profound impact on our lives, our most basic freedoms, and even our day to day survival have been historically assumed to not matter.<\/p>\n

We are among the largest minority groups in this country\u2013the World Health Organization estimates we comprise about 10% of the population. Yet people don\u2019t see us in their streets, in their homes, in their offices, in the policies that they draft, in the programs they run, or in their lives. In American society, and around the world, we are consistently \u201cinvisibilized.\u201d Most politicians, most of the time, don\u2019t even mention us the way Obama did last night. We are so consistently excluded that even tokenism would be a step forward for us.<\/p>\n

I voted for Obama yesterday morning for many reasons. But one important motivation for me was that he was the only candidate to provide a truly comprehensive disability rights platform<\/span><\/a> (PDF format, 62 Kb). It is particularly unique and impressive in that it is one of the few acknowledgments by a politician that disability issues are not confined to social protection programs, or to services for veterans disabled in war, or to education services for so-called \u201cspecial needs\u201d children.<\/p>\n

All of these are important concerns also, but Obama\u2019s platform is a rare recognition that people with disabilities are not a monolithic group. Social protection programs are not the start and end of our needs; we are not all veterans; and we are not all children. We are mothers and daughters, fathers and sons, brothers and sisters, friends and confidantes, co-workers and professional colleagues, spouses and partners, neighbors, and even professional and athletic rivals. We are everyone. And our needs are, correspondingly, as complex as the needs of everyone else.<\/p>\n

Above all, as with any other marginalized minority group, our needs include the need for human rights protections. This makes it particularly noteworthy that Obama was the only candidate to pledge to sign the Convention on the Rights of Persons with Disabilities<\/span><\/a> (CRPD) and encourage the Senate to ratify it.<\/p>\n

Yet: when Obama referred to \u201cdisabled\u201d (and non-disabled) people in his speech last night, I stopped breathing. Even with his disability platform in mind, I had not been prepared for this moment. Suddenly, one of the most overlooked group of Americans was acknowledged as a force in our own right. Suddenly, I felt visible.<\/p>\n

I had to stop writing this letter twice because I kept stopping to weep. How powerful a thing it is, simply to be validated. Simply to have a president elect of the country acknowledge that we exist. How powerful a thing it is, to have a president elect of the country acknowledge us, not as a special class apart, but as a part of the mainstream of society. Exactly as we should be. Exactly where we belong.<\/p>\n

Mr. Obama, you can expect more letters from me in the years to come. I am a person with many opinions and am not afraid to express them. In particular, I will be calling upon you to follow through on your pledge to sign the Convention on the Rights of Persons with Disabilities (CRPD). You can bet I will be calling you to account on your promises to Americans with disabilities!<\/p>\n

But for now, just for today\u2013thank you. Thank you for referring to Americans with disabilities in your acceptance speech on the evening of November 4, 2008. Just, thank you\u2013for acknowledging us and for including us. Thank you.<\/p>\n

I hope other Deaf Americans, and Americans with disabilities in general, will join me in reaching out to Obama. Thank him for including us in his remarks last night. Remind him of his campaign promises to Americans with disabilities<\/span><\/a> (Follow the link to download the 62 Kb PDF file, read it, and pick out an issue that speaks to you at your deepest level. Mention it in your letter.) Then thank him again for including us. Be sure to include the word \u201cdisabilities\u201d in both the subject line and in the first paragraph of your letter to ensure it catches the attention of staff devoted to disability-related issues.<\/em><\/p>\n

Even if you didn\u2019t vote for Obama yesterday\u2013he will be your president too. Democrats and Republicans may disagree with each other on a great many things, including who would have been a better president for Americans with disabilities. And regardless of political affiliation, we may also disagree on the most politically correct terminology for referring to ourselves. But I think we also have many concerns in common that are well worth crossing the ideological divide. No matter who we voted for, or what party we most commonly vote with, let\u2019s work together to ensure that we are increasingly included, and increasingly visible, in the mainstream of American politics and policies and public life. Let\u2019s work together to ensure that we are included in the mainstream of society, full stop.<\/p>\n

If you\u2019re interested specifically in the CRPD\u2013the first international, legally-binding human rights treaty to protect a wide range of human rights for people with disabilities around the world\u2013check out RatifyNow.org<\/span><\/a> and consider joining them. Membership is free.
