This emerging<br \/>\nissue is a cause for concern as persons with disabilities are at higher<br \/>\nrisk of exposure to HIV and seldom recognized as a group to be included in<br \/>\nnational responses to HIV\/AIDS. The web resource page also provides links<br \/>\nto policy documents, websites and forthcoming events related to disability<br \/>\nand HIV\/AIDS. More information:<br \/>\n<a href=\"http:\/\/www.un.org\/disabilities\/default.asp?id=1560.\" target=\"_blank\" rel=\"noopener\">http:\/\/www.un.org\/disabilities\/default.asp?id=1560. <\/a><\/p>\n<p>Launch of the first World Disability Report on 9 June at UN Headquarters<br \/>\nThe CRPD has drawn global attention to the situation of persons with<br \/>\ndisabilities in their societies and mandates States parties to address<br \/>\nthese issues. A new publication, the first ever World Report on Disability,<br \/>\nproduced\u00a0 jointly by the World Health Organization and the World Bank,<br \/>\nreviews evidence about the global situation of persons with disabilities,<br \/>\nand offers directions for policy and practice to address exclusion. The<br \/>\nreport contains chapters on health; rehabilitation; assistance and support;<br \/>\nenabling environments; education; and employment. Importantly, the report<br \/>\nalso includes the first new disability prevalence estimates since the 1970s<br \/>\nand makes the case for better data collection. This pioneering report<br \/>\ndemonstrates how removing barriers, investing in rehabilitation and more<br \/>\naccessible environments can enable millions of persons with disabilities to<br \/>\nparticipate in education, employment and wider society. At the intersection<br \/>\nof human rights, development, public health and disability studies, the<br \/>\nWorld Report on Disability is an important publication for policy-makers,<br \/>\nprofessionals, persons with disabilities and their families. The CRPD Committee with<br \/>\nits extended membership of 18 experts will engage in its first dialogue<br \/>\nwith the State party Tunisia, as well as adopt a list of issues on Spain&#8217;s<br \/>\nState party report. More information:<br \/>\n<a href=\"http:\/\/www.ohchr.org\/EN\/HRBodies\/CRPD\/Pages\/Session5.aspx\" target=\"_blank\" rel=\"noopener\">http:\/\/www.ohchr.org\/EN\/HRBodies\/CRPD\/Pages\/Session5.aspx <\/a><\/p>\n<p>OHCHR Interactive panel on disability and international cooperation<br \/>\nThe Human Rights Council held its third interactive debate on the rights of<br \/>\npersons with disabilities on 4 March 2011 on the theme \u201cThe role played by<br \/>\ninternational cooperation in support of national efforts for the<br \/>\nrealization of the purpose and objectives of the CRPD\u201d.\u00a0 The Panel was<br \/>\nopened by the High Commissioner for Human Rights, Ms. Navi Pillay.<br \/>\nPanelists were Shuaib Chalklen, Special Rapporteur on Disability of the<br \/>\nCommission on Social Development, Monthien Buntan, Senator of Thailand,<br \/>\nTheresia Degener, representative of the Committee on the Rights of Persons<br \/>\nwith Disabilities, Mar\u00eda-Veronica Reina, Executive Director of the Global<br \/>\nPartnership for Disability and Development, and Nathalie Herlemont, Head of<br \/>\nthe Strategic Policy Service at Handicap International. Panelists shared<br \/>\nbest practices in the field and discussed mainstreaming disability rights<br \/>\nin development, the diversity of disability in international cooperation,<br \/>\nthe alignment of international cooperation with standards set out in the<br \/>\nCRPD and disability rights in humanitarian action More information:<br \/>\n<a href=\"http:\/\/www.ohchr.org\/EN\/Issues\/Disability\/Pages\/DebateMarch2011.aspx\" target=\"_blank\" rel=\"noopener\">http:\/\/www.ohchr.org\/EN\/Issues\/Disability\/Pages\/DebateMarch2011.aspx<\/a> .<\/p>\n<p>Human Rights Council resolution on international cooperation and disability<br \/>\nIn response to the above panel, the Human Rights Council (HRC) adopted a<br \/>\nresolution on the role of international cooperation in supporting national<br \/>\nefforts for the realization of the rights of persons with disabilities and<br \/>\ncalled on Member States to consider the findings and recommendations in the<br \/>\nOHCHR thematic study on the issue. The Assembly invited the High<br \/>\nCommissioner to make the study available to the forthcoming High-level<br \/>\nmeeting at the 67th session of the General Assembly on strengthening<br \/>\nefforts to ensure accessibility for and inclusion of persons with<br \/>\ndisabilities in all aspects of development efforts. The Assembly further<br \/>\nrequested OHCHR to prepare its fourth thematic study on the CRPD, this time<br \/>\non participation in political and public life. OHCHR will contact States,<br \/>\nUN agencies and civil society partners, as well as National Human Rights<br \/>\nInstitutions for contributions to the study later in 2011.\u00a0 The study will<br \/>\nbe considered by the Human Rights Council in March 2012. Disability focal<br \/>\npoints from Government donor agencies, the United Nations system,<br \/>\nmultilateral donor organizations and private foundations met to discuss<br \/>\nways to align their strategies with the principles of the Convention on the<br \/>\nRights of Persons with Disabilities. Later this year, from 21-23 September,<br \/>\nGPDD will hold its 3rd Disability and Development Forum and Membership<br \/>\nMeeting in Buenos Aires, Argentina, where members and partners will focus<br \/>\non options for implementing development actions towards the social and<br \/>\neconomic inclusion of persons with disabilities, particularly in light of<br \/>\nArticle 32 of the CRPD. The meeting will also discuss issues related to<br \/>\nwomen with disabilities in development, children with disabilities,<br \/>\ndisability and disasters, and South-South cooperation. More information:<br \/>\n<a href=\"http:\/\/www.gpdd-online.org\/\" target=\"_blank\" rel=\"noopener\">http:\/\/www.gpdd-online.org\/ <\/a><\/p>\n<p>NORAD Seminar on disability mainstreaming in development cooperation<br \/>\nThe Norwegian Agency for Development Cooperation (NORAD) in collaboration<br \/>\nwith the UN Special Rapporteur on Disability held a seminar to examine the<br \/>\nchallenges of mainstreaming disability in both official development<br \/>\nprogrammes and projects, as well as in civil society projects. The seminar<br \/>\nbrought together representatives from both donors and recipient countries,<br \/>\nas well as the UN system, disabled peoples\u2019 organizations (DPOs),<br \/>\ninternational NGOs and the business sector to identify ways to mainstream<br \/>\ndisability in international development cooperation. The seminar lays the<br \/>\nfoundation for action to include a disability perspective in development<br \/>\ncooperation. More information:\u00a0<a href=\"http:\/\/www.norad.no\/en\/About\" target=\"_blank\" rel=\"noopener\">http:\/\/www.norad.no\/en\/About <\/a><br \/>\n+Norad\/Seminars\/Disability+Mainstreaming.<\/p>\n<p>UNESCAP Improving disability measurement and statistics<br \/>\nBased on the outcome of the previous ESCAP\/WHO disability project conducted<br \/>\nin 2004-2006, UNESCAP\u2019s Improvement of Disability Measurement and<br \/>\nStatistics in Support of Biwako Millennium Framework and Regional Census<br \/>\nProgramme seeks to further promote better disability data collection by<br \/>\ndeveloping standard measurement and improving national technical capacity.<br \/>\nThe project takes into account country needs in the region while<br \/>\ncontributing to the ongoing global initiatives on disability statistics.<br \/>\nIts focus is on designing standard question sets for surveys and conducting<br \/>\npilot tests and post-pilot test data analyses, which would provide an<br \/>\nempirical basis for establishing standard survey measurement for disability<br \/>\ndata collection. The objective of the hearing is<br \/>\nto create a space where civil society, NGOs and the private sector can<br \/>\ninteract with Member States and offer input to the comprehensive review<br \/>\nprocess. A summary of the hearing will be issued as a document of the<br \/>\nGeneral Assembly prior to the High-Level Meeting to be held from 8-10 June<br \/>\n2011. The Conference will provide an opportunity for dialogue and<br \/>\nan exchange of best practices, research, methodology, and advocacy<br \/>\ninitiatives in disability. Participation is open to delegations from<br \/>\nnon-governmental organizations active in the field of ageing.
