UNDPI NGO briefing on reframing disability
\nOn 17 March, the United Nations Department of Public Information (UNDPI)
\nheld a briefing entitled \u201cReframing disability: Towards eliminating ableism
\nin education and employment across the globe.\u201d The briefing examined
\ncurrent efforts to eliminate gaps in economic and social development that
\nmarginalize persons with disabilities in the areas of education and
\nemployment. Panelists included Akiko Ito, Chief Secretariat for the
\nConvention on the Rights of Persons with Disabilities\/DESA; Judith Heuman,
\nSpecial Advisor for International Disability Rights at the U.S. Department
\nof State; John Hockenberry, journalist, author, and disability advocate;
\nand Dr. Thomas Hehir, Professor of Practice at the Graduate School of
\nEducation at Harvard University.<\/p>\n

New web resource page on Disability and HIV\/AIDS at Enable
\nA new web page has been launched on the United Nations Enable website that
\ndraws attention to the growing relationship between HIV\/AIDS. This emerging
\nissue is a cause for concern as persons with disabilities are at higher
\nrisk of exposure to HIV and seldom recognized as a group to be included in
\nnational responses to HIV\/AIDS. The web resource page also provides links
\nto policy documents, websites and forthcoming events related to disability
\nand HIV\/AIDS. More information:

Launch of the first World Disability Report on 9 June at UN Headquarters
\nThe CRPD has drawn global attention to the situation of persons with
\ndisabilities in their societies and mandates States parties to address
\nthese issues. A new publication, the first ever World Report on Disability,
\nproduced\u00a0 jointly by the World Health Organization and the World Bank,
\nreviews evidence about the global situation of persons with disabilities,
\nand offers directions for policy and practice to address exclusion. The
\nreport contains chapters on health; rehabilitation; assistance and support;
\nenabling environments; education; and employment. Importantly, the report
\nalso includes the first new disability prevalence estimates since the 1970s
\nand makes the case for better data collection. This pioneering report
\ndemonstrates how removing barriers, investing in rehabilitation and more
\naccessible environments can enable millions of persons with disabilities to
\nparticipate in education, employment and wider society. At the intersection
\nof human rights, development, public health and disability studies, the
\nWorld Report on Disability is an important publication for policy-makers,
\nprofessionals, persons with disabilities and their families. More

5th session of the CRPD Committee to commence on 11 April
\nThe Committee on the Rights of Persons with Disabilities will hold its
\nfifth session from 11 – 15 April 2011 in Geneva. The CRPD Committee with
\nits extended membership of 18 experts will engage in its first dialogue
\nwith the State party Tunisia, as well as adopt a list of issues on Spain’s
\nState party report. More information:

OHCHR Interactive panel on disability and international cooperation
\nThe Human Rights Council held its third interactive debate on the rights of
\npersons with disabilities on 4 March 2011 on the theme \u201cThe role played by
\ninternational cooperation in support of national efforts for the
\nrealization of the purpose and objectives of the CRPD\u201d.\u00a0 The Panel was
\nopened by the High Commissioner for Human Rights, Ms. Navi Pillay.
\nPanelists were Shuaib Chalklen, Special Rapporteur on Disability of the
\nCommission on Social Development, Monthien Buntan, Senator of Thailand,
\nTheresia Degener, representative of the Committee on the Rights of Persons
\nwith Disabilities, Mar\u00eda-Veronica Reina, Executive Director of the Global
\nPartnership for Disability and Development, and Nathalie Herlemont, Head of
\nthe Strategic Policy Service at Handicap International. Panelists shared
\nbest practices in the field and discussed mainstreaming disability rights
\nin development, the diversity of disability in international cooperation,
\nthe alignment of international cooperation with standards set out in the
\nCRPD and disability rights in humanitarian action More information:

Human Rights Council resolution on international cooperation and disability
\nIn response to the above panel, the Human Rights Council (HRC) adopted a
\nresolution on the role of international cooperation in supporting national
\nefforts for the realization of the rights of persons with disabilities and
\ncalled on Member States to consider the findings and recommendations in the
\nOHCHR thematic study on the issue. The Assembly invited the High
\nCommissioner to make the study available to the forthcoming High-level
\nmeeting at the 67th session of the General Assembly on strengthening
\nefforts to ensure accessibility for and inclusion of persons with
\ndisabilities in all aspects of development efforts. The Assembly further
\nrequested OHCHR to prepare its fourth thematic study on the CRPD, this time
\non participation in political and public life. OHCHR will contact States,
\nUN agencies and civil society partners, as well as National Human Rights
\nInstitutions for contributions to the study later in 2011.\u00a0 The study will

GPDD Development Partners Forum and membership meeting
\nThe Global Partnership for Disability and Development (GPDD) “Development
\nPartners Forum”, was held in Oslo, Norway (30 March). Disability focal
\npoints from Government donor agencies, the United Nations system,
\nmultilateral donor organizations and private foundations met to discuss
\nways to align their strategies with the principles of the Convention on the
\nRights of Persons with Disabilities. Later this year, from 21-23 September,
\nGPDD will hold its 3rd Disability and Development Forum and Membership
\nMeeting in Buenos Aires, Argentina, where members and partners will focus
\non options for implementing development actions towards the social and
\neconomic inclusion of persons with disabilities, particularly in light of
\nArticle 32 of the CRPD. The meeting will also discuss issues related to
\nwomen with disabilities in development, children with disabilities,
\ndisability and disasters, and South-South cooperation. More information:

NORAD Seminar on disability mainstreaming in development cooperation
\nThe Norwegian Agency for Development Cooperation (NORAD) in collaboration
\nwith the UN Special Rapporteur on Disability held a seminar to examine the
\nchallenges of mainstreaming disability in both official development
\nprogrammes and projects, as well as in civil society projects. The seminar
\nbrought together representatives from both donors and recipient countries,
\nas well as the UN system, disabled peoples\u2019 organizations (DPOs),
\ninternational NGOs and the business sector to identify ways to mainstream
\ndisability in international development cooperation. The seminar lays the
\nfoundation for action to include a disability perspective in development

UNESCAP Improving disability measurement and statistics
\nBased on the outcome of the previous ESCAP\/WHO disability project conducted
\nin 2004-2006, UNESCAP\u2019s Improvement of Disability Measurement and
\nStatistics in Support of Biwako Millennium Framework and Regional Census
\nProgramme seeks to further promote better disability data collection by
\ndeveloping standard measurement and improving national technical capacity.
\nThe project takes into account country needs in the region while
\ncontributing to the ongoing global initiatives on disability statistics.
\nIts focus is on designing standard question sets for surveys and conducting
\npilot tests and post-pilot test data analyses, which would provide an
\nempirical basis for establishing standard survey measurement for disability
\ndata collection. UNESCAP has also recently published a set of guidelines
\nfor the testing of questions on disability:

8 April: General Assembly Civil Society Hearing on HIV\/AIDS
\nIn preparation for the High-Level Meeting on HIV\/AIDS, a one day informal
\ninteractive hearing with civil society will be chaired by the President of
\nthe General Assembly and organized with the active participation of people
\nliving with HIV and broader civil society. The objective of the hearing is
\nto create a space where civil society, NGOs and the private sector can
\ninteract with Member States and offer input to the comprehensive review
\nprocess. A summary of the hearing will be issued as a document of the
\nGeneral Assembly prior to the High-Level Meeting to be held from 8-10 June

\nEntitled, \u201cHumanity: Advancing Inclusion, Equality and Diversity\u201d, the
\nConference has sixteen topic areas, pre and post conference forums,
\nincluding the International Forum on the Rights of People with
\nDisabilities. The Conference will provide an opportunity for dialogue and
\nan exchange of best practices, research, methodology, and advocacy
\ninitiatives in disability. More information:

18 to 21 April: First session, Open-ended Working Group on strengthening
\nthe protection of the human rights of older persons
\nThe Working Group was established by the General Assembly by resolution
\n65\/182 on 21 December 2010 to consider the existing international framework
\nof the human rights of older persons and identify possible gaps and how
\nbest to address them, including considering the feasibility of further
\ninstruments and measures. Participation is open to delegations from
\nnon-governmental organizations active in the field of ageing. More

8 to 10 June: High-level meeting on HIV\/AIDS
\nThe United Nations General Assembly High-Level Meeting on HIV\/AIDS will be

\ncomprehensive review of the progress achieved in realizing the Declaration
\nof Commitment on HIV\/AIDS and the Political Declaration on HIV\/AIDS.
\nRepresentatives of non-governmental organizations in Consultative Status
\nwith the Economic and Social Council, civil society organizations and the
\nprivate sector, will also be included in the list of speakers for the
\nplenary meetings of the High-Level Meeting. More information:

3 to 8 July: 5th IDP Africa Forum: Access Africa
\nThe 5th IDP-Institutional Development Forum will focus on how the power of

\nblind, universities, as well as parents, persons who are blind and

\nMalaysia Sabah will organize an International Conference under the theme

18 to 24 July: XVI World Congress of the World Federation of the Deaf
\nThis first-ever WFD Congress in Africa will be held in Durban, South

\nYale UNICEF, Rights & Sight for Children (RSC) and Eye Surgery Associates
\nThe goal of the Conference is to raise awareness of children\u2019s rights in

IDA Disability Rights Bulletin
\nThis bulletin is intended for experts advocating for the rights of persons

New website to facilitate disability services and statistics
\nThe Indian Accessible Disability Data (I-ADD) website aims to build an
\ninteractive database, a \u201cbridge\u201d between service providers and persons with
\ndisability in India for planning rehabilitation services in rural and urban
\nIndia. The project will help to assess the extent of human resource
\ndevelopment required, allocating funds for rehabilitation programmes such
\nas CBR, inclusive education, early intervention, skill development and
\nemployment opportunities. This village disability register will also
\nprovide supportive data for a disability census. More information:

New resource to address bullying children with special needs
\nAbilityPath.org, an online community for professionals and parents of
\nchildren with special needs interviewed experts, educators and parents

International Social Security Association on disability
\nDuring the last two decades, disability benefit payments increased
\nsignificantly in most of the industrialized countries, although the rate of
