With co-sponsorship of 78 countries, Brazil promoted the adoption of a resolution at the UN establishing World Down Syndrome Day, March 21 (21\/3). The resolution was adopted by the\u00a0General Assembly\u00a0on December 19, 2011, and the date will be observed in 192 member countries beginning 2012.<\/p>\n

World Down Syndrome Day<\/a> was established by Down Syndrome International<\/a> in 2006, and has been observed in over 60 countries. Brazil is one of the countries that organizes the largest number of events each year to celebrate the date, and for that reason the Brazilian Federation of Down Syndrome Associations<\/a> asked the support of the Brazilian government for the date to be part of the official UN calendar for international days in 2010. The date is symbolic because it refers to the three copies of chromosome 21 that characterizes Down syndrome.<\/p>\n

The project prospered after Senator Lindbergh Farias presented a bill at the Brazilian Senate for the date to be part of the national calendar.<\/p>\n

With renewed energy, the Mission of Brazil to the United Nations looked for other countries to be co-sponsors of the document.<\/p>\n

On November 10, at the UN Headquarters in New York, during the plenary meeting of the Third Committee, the Brazilian proposal was read and adopted by consensus, with the co-sponsorship of 78 countries (see below).<\/p>\n

Millennium Declaration,2 as well as the outcomes of the major United Nations<\/p>\n

conferences and summits in the economic, social and related fields,<\/p>\n

Recalling also <\/em>the Convention on the Rights of Persons with Disabilities,3<\/p>\n

according to which persons with disabilities should enjoy a full and decent life, in<\/p>\n

conditions that ensure dignity, promote self-reliance and facilitate the person\u2019s<\/p>\n

active participation in the community and the full enjoyment of all human rights and<\/p>\n

fundamental freedoms on an equal basis with other persons, and by which States<\/p>\n

parties undertake to adopt immediate, effective and appropriate measures to raise<\/p>\n

awareness throughout society regarding persons with disabilities,<\/p>\n

Affirming <\/em>that ensuring and promoting the full realization of all human rights<\/p>\n

and fundamental freedoms for all persons with disabilities is critical to achieving<\/p>\n

internationally agreed development goals,<\/p>\n

Aware <\/em>that Down syndrome is a naturally occurring chromosomal arrangement<\/p>\n

that has always been a part of the human condition, exists in all regions across the<\/p>\n

globe and commonly results in variable effects on learning styles, physical<\/p>\n

characteristics or health,<\/p>\n

Recalling <\/em>that adequate access to health care, to early intervention programmes<\/p>\n

and to inclusive education, as well as appropriate research, are vital to the growth<\/p>\n

and development of the individual,<\/p>\n

Recognizing <\/em>the inherent dignity, worth and valuable contributions of persons<\/p>\n

with intellectual disabilities as promoters of the well-being and diversity of their<\/p>\n

communities, and the importance of their individual autonomy and independence,<\/p>\n

including the freedom to make their own choices,<\/p>\n

1.\u00a0Decides <\/em>to designate 21 March as World Down Syndrome Day, to be<\/p>\n

observed every year beginning in 2012;<\/p>\n

2.\u00a0Invites <\/em>all Member States, relevant organizations of the United Nations<\/p>\n

system and other international organizations, as well as civil society, including<\/p>\n

non-governmental organizations and the private sector, to observe World Down<\/p>\n

Syndrome Day in an appropriate manner, in order to raise public awareness of Down<\/p>\n

syndrome;<\/p>\n

3.\u00a0Encourages <\/em>Member States to take measures to raise awareness<\/p>\n

throughout society, including at the family level, regarding persons with Down<\/p>\n

4.\u00a0Requests <\/em>the Secretary-General to bring the present resolution to the<\/p>\n

The Committee was informed that the draft resolution contained no programme budget implications.<\/p>\n

The representative of Brazil made a statement and announced that Austria, Bulgaria, Canada, Chile, Costa Rica, Cuba, Cyprus, Denmark, Ecuador, Finland, France, Greece, Hungary, Italy, Luxembourg, Mexico, Monaco, the Philippines, Romania, Spain and the United Kingdom of Great Britain and Northern Ireland joined in sponsoring the draft resolution.<\/p>\n

The representative of Iraq announced that his country is not a co-sponsor of the draft resolution.<\/p>\n
