Uma bal\u00e3o de di\u00e1logo com um ponto final dentro.\" width=\"200\" height=\"200\" \/><\/p>\n<p>O <strong>Observat\u00f3rio da Educa\u00e7\u00e3o<\/strong> preparou um quadro com as principais mudan\u00e7as nas metas do PNE, com o parecer substitutivo do deputado \u00c2ngelo Vanhoni; em alguns pontos, como meta de investimento, h\u00e1 retrocessos.<\/p>\n<p>Nesta semana, depois de meses de disputa pol\u00edtica e negocia\u00e7\u00e3o com o governo federal, o relator do Plano Nacional de Educa\u00e7\u00e3o (PNE \u2013 Projeto de Lei 8035\/2010), o deputado \u00c2ngelo Vanhoni (PT-PR), tornou p\u00fablico o Parecer Substitutivo em reuni\u00e3o da comiss\u00e3o especial que analisa o Plano na C\u00e2mara.<\/p>\n<p>Entre os pontos pol\u00eamicos, est\u00e1 a meta do investimento p\u00fablico total em educa\u00e7\u00e3o at\u00e9 8% do Produto Interno Bruto (PIB), diferente dos 10% exigidos pelos movimentos sociais, e a desobriga\u00e7\u00e3o de alunos com defici\u00eancia frequentarem o ensino regular.<\/p>\n<p>Al\u00e9m de n\u00e3o atender \u00e0s expectativas de aumentar significativamente o percentual de investimento \u2013 originalmente 7% no projeto enviado pelo Executivo \u2013 o relat\u00f3rio traz uma mudan\u00e7a conceitual de \u201cinvestimento p\u00fablico\u201d para \u201cinvestimento total\u201d, o que significa, na pr\u00e1tica, incluir valores despendidos com ajuda financeira aos estudantes (por exemplo, bolsas de estudos e financiamento estudantil), transfer\u00eancias ao setor privado, entre outras despesas.<\/p>\n<p>Para a Campanha Nacional pelo Direito \u00e0 Educa\u00e7\u00e3o, o \u00edndice de 8% \u00e9 \u201cuma manobra financeira\u201d. \u201cA reda\u00e7\u00e3o da meta 20 n\u00e3o favorece o entendimento real da situa\u00e7\u00e3o porque \u2018investimento p\u00fablico total em educa\u00e7\u00e3o\u2019 significa colocar programas como o Pronatec na mesma sacola que os investimentos diretos a serem feitos exclusivamente na educa\u00e7\u00e3o p\u00fablica\u201d, explica Daniel Cara, coordenador-geral da Campanha. Al\u00e9m disso, ele lembra que para ser implementado o CAQi necessita de recursos financeiros adequados, o que n\u00e3o est\u00e1 garantido por 8% do PIB (<a href=\"http:\/\/www.campanhaeducacao.org.br\/?idn=503\" target=\"_blank\" rel=\"noopener\">l<strong>eia a nota completa aqui<\/strong><\/a><strong>)<\/strong>.<\/p>\n<p>H\u00e1, inclusive, risco de retrocesso com a altera\u00e7\u00e3o. \u201c\u00c9 muito menos [que 7%], porque se o Pronatec der certo, tudo indica que o investimento indireto superar\u00e1 1% do PIB. Al\u00e9m disso, fortalece o repasse de recursos e responsabilidades \u00e0 iniciativa privada como pol\u00edtica de Estado\u201d, analisa Salom\u00e3o Ximenes, coordenador do programa A\u00e7\u00e3o na Justi\u00e7a, da A\u00e7\u00e3o Educativa, na mesma nota divulgada pela Campanha.<\/p>\n<p>Os deputados da comiss\u00e3o (<a href=\"sugestoes-de-pautas&amp;Itemid=98\" target=\"_blank\" rel=\"noopener\"><strong>veja aqui lista dos membros<\/strong><\/a>) t\u00eam o prazo de cinco sess\u00f5es para apresenta\u00e7\u00e3o de emendas ao parecer. At\u00e9 o fechamento desta reportagem, j\u00e1 foram realizadas tr\u00eas sess\u00f5es. Assim, se houver qu\u00f3rum, o prazo pode ser encerrado j\u00e1 na ter\u00e7a-feira (13).<\/p>\n<p>Se houver pedidos de vistas, a an\u00e1lise pode se estender at\u00e9 o dia 20 ou 21. Nesse caso, a vota\u00e7\u00e3o, ficaria provavelmente para o ano que vem, uma vez que as atividades parlamentares se encerrar\u00e3o no dia 22 de dezembro. Inser\u00e7\u00e3o de meta intermedi\u00e1ria, que estabelece prazo de at\u00e9 2015 para a universaliza\u00e7\u00e3o do atendimento escolar e estipula uma meta intermedi\u00e1ria de eleva\u00e7\u00e3o da taxa l\u00edquida de matr\u00edculas de 75%, at\u00e9 o 5\u00ba ano de vig\u00eancia do Plano. <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 0.0001pt;\"><span style=\"font-size: 8pt;\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 0.0001pt;\"><span style=\"font-size: 8pt;\">&#8211; Acrescenta tamb\u00e9m a perspectiva de at\u00e9 2020, 95% de jovens de 19 anos terem conclu\u00eddo o ensino m\u00e9dio. Ainda, amplia para 90% (5% a mais do que o anterior) o percentual da taxa l\u00edquida de matr\u00edculas para o ensino m\u00e9dio, de jovens de 15 a 17, at\u00e9 2020.<span> <\/span><\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 0.0001pt;\"><span style=\"font-size: 8pt;\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"margin-bottom: 0.0001pt;\"><span style=\"font-size: 8pt;\">&#8211;
