As quase 1 bilh\u00e3o de pessoas com defici\u00eancia que habitam o planeta, 80% delas em pa\u00edses em desenvolvimento, foram deixadas de lado nos esfor\u00e7os para atingir as\u00a0metas do mil\u00eanio foram estabelecidas pela Organiza\u00e7\u00e3o das Na\u00e7\u00f5es Unidas (ONU) em 2000, com o apoio de 191 na\u00e7\u00f5es, e ficaram conhecidas como Objetivos de Desenvolvimento do Mil\u00eanio (ODM). S\u00e3o eles:<\/p>\n

1 – Acabar com a fome e a mis\u00e9ria<\/p>\n

2 – Oferecer educa\u00e7\u00e3o b\u00e1sica de qualidade para todos<\/p>\n

3 – Promover a igualdade entre os sexos e a autonomia das mulheres<\/p>\n

4 – Reduzir a mortalidade infantil<\/p>\n

5 – Melhorar a sa\u00fade das gestantes<\/p>\n

6 – Combater a Aids, a mal\u00e1ria e outras doen\u00e7as<\/p>\n

7 – Garantir qualidade de vida e respeito ao meio ambiente<\/p>\n

8 – Estabelecer parcerias para o desenvolvimento<\/p>\n

Como representam 15% da popula\u00e7\u00e3o mundial (no Brasil quase 24%, de acordo com o censo 2010), os pa\u00edses se deram conta que as metas jamais seriam alcan\u00e7adas se n\u00e3o houvesse um esfor\u00e7o concentrado visando esta parcela da popula\u00e7\u00e3o, at\u00e9 porque historicamente as pessoas com defici\u00eancia forma um dos grupos mais vulner\u00e1veis e requerem medidas espec\u00edficas para sua inclus\u00e3o e desenvolvimento.<\/p>\n

A ONU realizou uma consulta p\u00fablica online para ouvir sobre as dificuldades e sugest\u00f5es de a\u00e7\u00f5es e melhores pr\u00e1ticas – a consulta tamb\u00e9m foi feita em portugu\u00eas, \u00fanica l\u00edngua inclu\u00edda al\u00e9m das oficiais da organiza\u00e7\u00e3o e dois encontros regionais sobre o tema aconteceram em S\u00e3o Paulo e em Salvador este ano.<\/p>\n

Os Estados Partes da ONU firmar\u00e3o um documento cuja vers\u00e3o preliminar pode ser vista abaixo, em ingl\u00eas, assumindo o compromisso de envidar esfor\u00e7os para preencher a lacuna.<\/p>\n

O primeiro desafio o Brasil j\u00e1 cumpriu aprovando a Conven\u00e7\u00e3o sobre os Direitos das Pessoas com Defici\u00eancia com equival\u00eancia a emenda constitucional em 2008. Resta implement\u00e1-la em cada artigo.<\/p>\n

\u200b\u200bOutcome document of the high-level meeting of the General\u00a0Assemblyon the realization of the Millennium Development Goals and other internationally agreed development goals for persons with disabilities: the way forward, a disability-inclusive development agenda towards 2015 and beyond<\/p>\n

\u200b\u200bI.\u200bValues and\u00a0principles<\/p>\n

1.\u200bWe, the Heads of State and Government, have gathered at United Nations Headquarters in New York on 23 September 2013 to reaffirm our resolve to work together for disability-inclusive development and the commitment of the international community to the advancement of the rights of all persons with disabilities,\u00a0which is deeply rooted in the goals of the\u00a0Charter of the\u00a0United Nations and the Universal Declaration of Human Rights.<\/p>\n

2.\u200bWe reaffirm the need for the realization of the Millennium Development Goals and other internationally agreed development goals for persons with disabilities towards 2015 and beyond,\u00a0and recognize persons with disabilities as agents and beneficiaries of development,acknowledging the value of their contributionto the general well-being, progress and diversity of society.<\/p>\n

3.\u200bWe are concerned that this commitment has yet to be fully translated into the inclusion of disability in internationally agreed development goals, including the Millennium Development Goals,\u00a0and as 2015 approaches, strongly reiterate our determination to ensure the timely realization of the Millennium Development Goals and other internationally agreed development goals for persons with disabilities who make up an estimated 15 per cent of the world\u2019s population, or 1 billion people,\u00a0of whom an estimated 80 per cent live in developing countries. In this regard, we stress the importance of ensuring accessibility for and inclusion of persons with disabilities in all aspects of development and of giving due consideration to all persons with disabilities in the emerging post-2015 United Nations development agenda.<\/p>\n

\u200b\u200bII.\u200bRealizing the\u00a0development\u00a0goals for persons with disabilities towards 2015 and\u00a0beyond<\/p>\n

4.\u200bWe underline the need for urgent action by all relevant stakeholders towards the adoption and implementation of more ambitious disability-inclusive national development strategies and efforts with disability-targeted actions, backed by increased international cooperation and support, and resolve to undertake the following commitments leading to 2015 and beyond:<\/p>\n

\u200b(a)\u200bAchieve the full application and implementation of the international normative framework on disability and development by encouraging the ratification and implementation of the Convention on the Rights of Persons with Disabilities,\u00a0and by considering the ratification of its Optional Protocol,\u00a0as both human rights and development instruments;<\/p>\n

\u200b(b)\u200bEnsure that all development policies, including those regarding poverty eradication, social inclusion, full and productive employment and decent work,\u00a0and access to basic social services, and their decision-making processes take into account the needs of and benefit all persons with disabilities, including women, children, youth, indigenous peoples and older persons,\u00a0who can be subject to violence and multiple or aggravated forms of discrimination;<\/p>\n

\u200b(c)\u200bDevelop specific plans, including, when necessary, the enactment or amendment and enforcement of national legislation, the harmonization of national legislative, policy and institutional structures,\u00a0and the adoption and implementation of national plans relevant to the Millennium Development Goals and other internationally agreed goals to advance the inclusion of persons with disabilities;<\/p>\n

\u200b(d)\u200bRecognize the right to education on the basis of equal opportunity and non-discrimination by making primary education accessible, free and compulsory,\u00a0and available to all children with disabilities on an equal basis with others, ensuring that all children have equal opportunity for access to an inclusive education system of good quality and making early and secondary education generally available and accessible to all,\u00a0in particular\u00a0to children with disabilities from low-income families;<\/p>\n

\u200b(e)\u200bEnsure accessibility for persons with disabilities to health-care services,\u00a0including primary health-care and specialized services,inter alia,\u00a0by investing in and improving\u00a0theaffordability of such services for persons with disabilities;<\/p>\n

\u200b(f)\u200bStrengthen social protection for meeting disability-related needs and promote access to relevant schemes based on social protection floors, on an equal basis with others, including income support,\u00a0and\u00a0access to appropriate and affordable services, devices and other assistance;<\/p>\n

\u200b(g)\u200bEncourage Member States to take sustainable measures to ensure equal access to full and productive employment and decent work on an equal basis and without discrimination to persons with disabilities,including\u00a0by\u00a0promoting access to inclusive education systems, skills development and vocational and entrepreneurial training, in order\u00a0to enable persons with disabilities to attain and maintain maximum independence;<\/p>\n

\u200b(h)\u200bEnsure accessibility,\u00a0following the universal design approach,\u00a0by removing barriers to the physical environment, transportation, employment, education, health, services, information and assistive devices,such as information and communicationstechnologies,\u00a0including in remote or rural areas, to achieve the fullest potential throughout the whole life cycle of persons with disabilities;<\/p>\n

\u200b(i)\u200bImprove disability data collection, analysis and monitoring for development policy planning, implementation and evaluation, fully taking into account regional contexts,\u00a0share, where appropriate, relevant data and statistics with relevant agencies and bodies within the United Nations system,including the Statistical Commission, through appropriate mechanisms,\u00a0and underline the need for internationally comparable data and statistics disaggregated by sex and age, including information on disability;<\/p>\n

\u200b(j)\u200bStrengthen and support, in coordination with academic institutions and other relevant stakeholders, research to promote knowledge and understanding of disability and development, and adequately and efficiently allocate resources in this regard;<\/p>\n

\u200b(k)\u200bUrge Member States, the United Nations system and humanitarian actors,\u00a0in accordance with their relevant mandates,\u00a0to continue to strengthen the inclusion of and focus on the needs of persons with disabilities in humanitarian programming and response, and include accessibility and rehabilitation as essential components in all aspects and stages of humanitarian response, inter alia, bystrengthening preparedness and disaster risk reduction;<\/p>\n

\u200b(l)\u200bEncourage increased understanding, knowledge and\u00a0the\u00a0greatest social awarenessabout\u00a0persons with disabilities, inter alia, by developing and implementing communication and social media campaigns by and in conjunction with persons with disabilities and organizations of persons with disabilities, in order to promote positive perceptions of persons with disabilities,\u00a0and seek to eliminate discriminatory social and attitudinal barriers so that they participate fully in society;<\/p>\n

\u200b(m)\u200bStrengthen national efforts, including with the appropriate support of international cooperation, upon request, aimed at addressing the rights and needs of women and children with disabilities and the realization of the internationally agreed development goals and commitments related to gender equality and to the rights of the child;<\/p>\n

\u200b(n)\u200bEncourage regional and international development banks and financial institutions, consistent with their mandates, to include disability\u00a0in all\u00a0their development efforts and lending mechanisms, taking into account that persons with disabilities are disproportionately affected also during economic crises;<\/p>\n

\u200b(o)\u200bEncourage the mobilization of public and private resources on a sustainable basis to mainstream disability in development at all levels, and underline the need to promote and strengthen international cooperation and\u00a0theexchange of good practices, including regional and subregional, South-South and triangular cooperation as a complement to rather than a substitute for North-South cooperation, and partnerships for disability-inclusive development, in support of national efforts, inter alia,\u00a0by ensuring that resources, capacity-building\u00a0and\u00a0technical assistance,including by facilitating access to and sharing accessible and assistive technologies and through the transfer of technology on mutually agreed terms and other interventions,\u00a0advance disability-inclusive development, ensure accessibility for persons with disabilities and promote their empowerment;\u00a0special attention should be paid to developing countries\u00a0that\u00a0are experiencing increasing difficulties in mobilizing adequate resources to meet pressing needs in mainstreaming disability in development,\u00a0including rehabilitation, habilitation, equalization of opportunities for persons with disabilities, health promotion and public health campaigns for the prevention of diseases,\u00a0and in addressing social, environmental and health risk factors, inter alia,\u00a0by\u00a0improving health care, maternal healthand\u00a0access to vaccination, clean water supply and sanitation, and safe transport;<\/p>\n

\u200b(p)\u200bEncourage private sector entities to partner with the public sector and civil society, in particular, organizations of persons with disabilities, to integrate, adopt and implement a disability perspective in accordance with national plans, policies and priorities in their corporate social\u00a0responsibility initiatives;<\/p>\n

\u200b(q)\u200bSupport the objectives of the United Nations Partnership\u00a0to Promote\u00a0the\u00a0Rights of Persons with Disabilities Multi-Donor Trust Fund, including through voluntary contributions,\u00a0and encourage other stakeholders to do so.<\/p>\n

\u200b\u200bIII.\u200bFollow-up of the\u00a0outcome document of the high-level meeting of the General\u00a0Assembly on the realization of the Millennium Development Goals and other internationally agreed development goals for persons with disabilities: the way forward, a disability-inclusive development agenda towards 2015 andbeyond<\/p>\n

5.\u200bWe urge the United Nations system as well as Member States to stay engaged in the realization of the\u00a0Millennium Development Goals\u00a0and other internationally agreed development goals for persons with disabilities towards 2015 and beyond,\u00a0and encourage the international community to seize every opportunity to include disability as a cross-cutting issue in the global development agenda,\u00a0to give due consideration to disability in the emerging post-2015\u00a0United Nationsdevelopment agenda with a view to enhancingcooperation, and to provide relevant technical assistance to Member States upon their request.<\/p>\n

6.\u200bWe call upon the Economic and Social Council to give due consideration to the issue of disability and development,\u00a0including within the framework of\u00a0United Nations\u00a0operational activities, in accordance with relevant mandates, in order to enhance awareness and cooperation at all levels, including the participation, where appropriate, of\u00a0United Nations\u00a0agencies, multilateral development banks and institutions, and other relevant stakeholders, while ensuring coordination and avoiding possible overlapping.<\/p>\n

7.\u200bWe note the inclusive preparatory process for this\u00a0high-level meeting,\u00a0including the online and regional consultations.<\/p>\n

8.\u200bWe request the Secretary-General,\u00a0in coordination with all the relevant\u00a0United Nations\u00a0entities, to include information on progress made in the implementation of the present outcome document in his existing and already mandated periodic reports on issues concerning disability and development, and to make recommendations, as appropriate, for concrete and further steps to implement the present outcome document within the context of the development agenda beyond 2015.<\/p>\n

9.\u200bWe underline the importance of closely consulting with and actively involving, as appropriate, persons with disabilities,\u00a0including through their representative organizations, as key actors and stakeholders in the elaboration, implementation and monitoring of the emerging post-2015 development agenda.<\/p>\n

10.\u200bWe request the General Assembly to include in its final review on progress made towards the achievement of the Millennium Development Goals steps taken to implement the present outcome document. We also request the President of the General Assembly at its seventieth session to follow up on the status and progress made towards the realization of the development goals for persons with disabilities.<\/p>\n
