Ao detalhar iniciativas como a distribui\u00e7\u00e3o de mais de meio milh\u00e3o de cartilhas acess\u00edveis pela Fiocruz e a lideran\u00e7a brasileira na resolu\u00e7\u00e3o da ONU sobre comunica\u00e7\u00e3o f\u00e1cil de entender, o Brasil reafirmou seu compromisso global de derrubar barreiras atitudinais e garantir que a informa\u00e7\u00e3o e os direitos cheguem, de fato, a todas as pessoas.<\/p>\n\n\n\n

A pesquisadora da Escola Nacional de Sa\u00fade P\u00fablica S\u00e9rgio Arouca da Fiocruz, La\u00eds Silveira Costa, grande parceira e correspons\u00e1vel pelo estudo que deu origem \u00e0 campanha de combate ao capacitismo, ler\u00e1 a vers\u00e3o em ingl\u00eas da minha fala. La\u00eds \u00e9 m\u00e3e de uma crian\u00e7a com defici\u00eancia.<\/p>\n\n\n\n

\u00c9 uma honra participar deste di\u00e1logo t\u00e3o importante sobre como promover sociedades inclusivas para pessoas com defici\u00eancia como condi\u00e7\u00e3o para o progresso social.<\/p>\n\n\n\n

O governo do Presidente Lula defende a participa\u00e7\u00e3o social, a inclus\u00e3o, a igualdade de oportunidades e a coopera\u00e7\u00e3o internacional como pilares centrais da pol\u00edtica p\u00fablica, conforme os princ\u00edpios da Declara\u00e7\u00e3o Pol\u00edtica de Doha e do Programa de A\u00e7\u00e3o para o Desenvolvimento Social. Prova disso s\u00e3o as confer\u00eancias tem\u00e1ticas, realizadas regularmente para ouvir a popula\u00e7\u00e3o, assim como os conselhos representativos permanentes com a participa\u00e7\u00e3o mista de governo e da sociedade civil.<\/p>\n\n\n\n

A \u00faltima Confer\u00eancia Nacional dos Direitos das Pessoas com Defici\u00eancia, em 2024, teve etapas municipais e estaduais e federal, reunindo em Bras\u00edlia mais de 1500 pessoas com defici\u00eancia e seus representantes durante 4 dias. Duas das principais demandas dos delegados na Confer\u00eancia vem recebendo especial aten\u00e7\u00e3o do governo por serem fundamentais na promo\u00e7\u00e3o da inclus\u00e3o e na luta contra a discrimina\u00e7\u00e3o: o combate ao capacitismo e a ado\u00e7\u00e3o da linguagem simples.<\/p>\n\n\n\n

Um obst\u00e1culo estrutural que impacta o exerc\u00edcio de praticamente todos os direitos das pessoas com defici\u00eancia \u00e9 o capacitismo. Internalizado em nossa sociedade, a discrimina\u00e7\u00e3o e o estigma contra pessoas com defici\u00eancia s\u00e3o experimentados diariamente por n\u00f3s, pessoas com defici\u00eancia. \u00c9 importante dar nome e compartilhar maneiras de enfrentar esta atitude t\u00e3o normalizada em nossa sociedade.<\/p>\n\n\n\n

O Artigo 8 da Conven\u00e7\u00e3o sobre os Direitos da Pessoa com Defici\u00eancia nos lembra que sensibiliza\u00e7\u00e3o e conscientiza\u00e7\u00e3o s\u00e3o obriga\u00e7\u00f5es centrais dos Estados. N\u00e3o s\u00e3o opcionais. N\u00e3o s\u00e3o decorativas. S\u00e3o fundamentais para desmontar barreiras culturais, atitudinais e estruturais que ainda impedem milh\u00f5es de pessoas com defici\u00eancia de desfrutar plenamente de seus direitos.<\/p>\n\n\n\n

A discrimina\u00e7\u00e3o n\u00e3o nasce nas institui\u00e7\u00f5es. Ela come\u00e7a na sociedade, nas intera\u00e7\u00f5es cotidianas, nas narrativas que moldam expectativas e oportunidades. Por isso, transformar atitudes sociais \u00e9 pr\u00e9-requisito para transformar sistemas p\u00fablicos \u2014 na educa\u00e7\u00e3o, na sa\u00fade, no trabalho, na justi\u00e7a, no cuidado, ou na participa\u00e7\u00e3o pol\u00edtica. Uma pol\u00edtica que n\u00e3o enfrenta a cultura da discrimina\u00e7\u00e3o permanece incompleta. E uma sociedade que mant\u00e9m preconceitos, inevitavelmente, reproduzir\u00e1 exclus\u00e3o \u2014 mesmo quando j\u00e1 existem leis e programas inclusivos.<\/p>\n\n\n\n

Em 2019, a Escola Nacional de Sa\u00fade P\u00fablica da Funda\u00e7\u00e3o Oswaldo Cruz\/Fiocruz, ligada ao Minist\u00e9rio da Sa\u00fade, come\u00e7ou a realizar pesquisa em colabora\u00e7\u00e3o com centenas de pessoas com e sem defici\u00eancia de todas as partes do Brasil. A partir dessa pesquisa foi produzida uma s\u00e9rie de cartilhas em linguagem simples sobre as principais quest\u00f5es que afetam as pessoas com defici\u00eancia, entre elas o capacitismo. Toda essa produ\u00e7\u00e3o de conhecimento aborda o enfrentamento desse sistema de opress\u00e3o, a fim de apoiar a identifica\u00e7\u00e3o dos nossos capacitismos cotidianos e a reflex\u00e3o sobre caminhos de enfretamento. Nesse processo, reafirmarmos que esse \u00e9 um compromisso de toda a sociedade: reconhecer e valorizar as diferentes formas de estar no mundo.<\/p>\n\n\n\n

Mais de meio milh\u00e3o dessas cartilhas j\u00e1 foram distribu\u00eddas, inclusive em eventos internacionais, onde t\u00eam sido muito bem recebidas. A capa da cartilha “Combata o Capacitismo” mostra um homem com pr\u00f3tese na perna, com os bra\u00e7os abertos, empurrando as duas paredes laterais, em uma postura de enfrentamento. Esses materiais s\u00e3o acess\u00edveis e vers\u00f5es digitais, est\u00e3o dispon\u00edveis em portugu\u00eas, ingl\u00eas, espanhol e franc\u00eas e podem ser baixadas pelo QR code que aparece nesta apresenta\u00e7\u00e3o.<\/p>\n\n\n\n

Outra iniciativa \u00e9 a promo\u00e7\u00e3o da comunica\u00e7\u00e3o f\u00e1cil de entender, que foi objeto da resolu\u00e7\u00e3o 77\/240 da Assembleia Geral da ONU, proposta pelo Brasil e adotada em 2022. Para al\u00e9m de ser um importante recurso de acessibilidade comunicacional voltada para as pessoas com defici\u00eancia intelectual, informa\u00e7\u00f5es acess\u00edveis beneficiam um p\u00fablico amplo, especialmente os segmentos mais vulnerabilizados. S\u00e3o importantes ferramentas para a implementa\u00e7\u00e3o de pol\u00edticas p\u00fablicas e de combate \u00e0 desinforma\u00e7\u00e3o.<\/p>\n\n\n\n

Nesse sentido, nosso governo aprovou recentemente a pol\u00edtica nacional de linguagem simples na administra\u00e7\u00e3o p\u00fablica para que as informa\u00e7\u00f5es de utilidade p\u00fablica sejam mais bem compreendidas por toda a popula\u00e7\u00e3o. Como forma de incentivar a coopera\u00e7\u00e3o internacional nesta \u00e1rea, promovemos este ano, em parceria com o Centro de Refer\u00eancia em Educa\u00e7\u00e3o Inclusiva CREI SESC SENAC, do Rio de Janeiro, a Confer\u00eancia Latino-americana de Linguagem Simples e Leitura F\u00e1cil, que contou com a participa\u00e7\u00e3o de especialistas de todo mundo empenhados em promover o direito de entender. Participantes reunidos no encontro lan\u00e7aram a Declara\u00e7\u00e3o do Rio sobre Linguagem Acess\u00edvel e Participa\u00e7\u00e3o Inclusiva<\/a>. Convidamos a todos a conhecerem a Declara\u00e7\u00e3o e assumirem o compromisso de avan\u00e7ar em dire\u00e7\u00e3o ao fortalecimento da linguagem acess\u00edvel como um direito humano transversal. Destacamos que o guia pr\u00e1tico sobre como fazer Linguagem Simples – Simples Assim, comunique com todo mundo<\/a>, tamb\u00e9m est\u00e1 dispon\u00edvel gratuitamente em portugu\u00eas, ingl\u00eas e espanhol.<\/p>\n\n\n\n

O governo brasileiro se esfor\u00e7a para incluir a todos, em igualdade de condi\u00e7\u00f5es com os demais, j\u00e1 que a conviv\u00eancia \u00e9 a chave da inclus\u00e3o. Al\u00e9m da pol\u00edtica de educa\u00e7\u00e3o inclusiva, que alcan\u00e7ou mais de 92% de estudantes com defici\u00eancia em escolas regulares, o Brasil aplica quotas para pessoas com defici\u00eancia nas universidades, no trabalho e reserva de vagas no servi\u00e7o p\u00fablico. A publicidade institucional inclui atores com defici\u00eancia na comunica\u00e7\u00e3o p\u00fablica. As pessoas com defici\u00eancia n\u00e3o devem apenas aparecer na publicidade e m\u00eddias sociais do governo em datas comemorativas, nem exclusivamente em \u00f3rg\u00e3os espec\u00edficos. Elas t\u00eam que estar sempre presentes em pe\u00e7as publicit\u00e1rias, v\u00eddeos, outdoors de todos os setores. A representatividade contribui para reafirmar a imagem institucional inclusiva, assim como abre espa\u00e7o para profiss\u00f5es como modelos, atores e criadores com defici\u00eancia.<\/p>\n\n\n\n

\u00c9 sempre importante lembrar que todas as pol\u00edticas p\u00fablicas precisam ser necessariamente transversais, intersetoriais, acess\u00edveis e inclusivas de pessoas com defici\u00eancia em todas as etapas. Nada sem as pessoas com defici\u00eancia.<\/p>\n\n\n\n

Gostar\u00edamos, ent\u00e3o, de convidar todas as pessoas para lan\u00e7ar conosco essa campanha de combate ao capacitismo para marcar nossa luta coletiva contra estere\u00f3tipos e preconceitos e promover o respeito pela dignidade das pessoas com defici\u00eancia. Brazil Showcases Easy Language Initiatives and Combating Ableism at the UN <\/strong>

Brazil presented the government’s progress in building a more inclusive society, highlighting two strategic fronts: the National Easy Language Policy and the educational campaign to combat ableism. <\/p>\n\n\n\n

The speech took place during a virtual event for the International Day of Persons with Disabilities (December 3rd), organized by the UN. <\/p>\n\n\n\n

By detailing initiatives such as the distribution of more than half a million accessible booklets by Fiocruz and Brazil’s leadership in the UN resolution on easy-to-understand communication, Brazil reaffirmed its global commitment to breaking down attitudinal barriers and ensuring that information and rights truly reach all people. <\/p>\n\n\n\n

It is an honor to participate in this very important dialogue on how to promote disability inclusive societies for advancing social progress<\/em>.<\/p>\n\n\n\n

President Lula’s government defends social participation, inclusion, equal opportunities and international cooperation as central pillars of public policy, in accordance with the principles of the Doha Political Declaration and the recently adopted Programme of Action for Social Development.<\/p>\n\n\n\n

Proof of this are the thematic conferences, held regularly to listen to the population, as well as the permanent representative councils with the mixed participation of government and civil society. The last National Conference on the Rights of Persons with Disabilities, in 2024, had municipal, state and federal stages, bringing together more than 1500 people with disabilities and their representatives for 4 days in Brasilia.<\/p>\n\n\n\n

Two of the main demands of the delegates at the Conference have been receiving special attention from the government because they are fundamental in promoting inclusion and fighting discrimination: the fight against ableism and the adoption of easy-to-understand language.<\/p>\n\n\n\n

A structural obstacle that impacts the exercise of practically all the rights of people with disabilities is ableism. Internalized in our society, discrimination and stigma against people with disabilities are experienced daily by us people with disabilities. It is important to name and share ways to face this attitude that is so normalized in our society.<\/p>\n\n\n\n

Article 8 of the Convention on the Rights of Persons with Disabilities reminds us that awareness raising is a core obligation of States. It is not optional. It is not decorative. It is fundamental to dismantle cultural, attitudinal and structural barriers that still prevent millions of people with disabilities from fully enjoying their rights.<\/p>\n\n\n\n

Discrimination is not born in institutions. It begins in society, in everyday interactions, in the narratives that shape expectations and opportunities. Therefore, transforming social attitudes is a prerequisite for transforming public systems \u2014 in education, health, work, justice, care, or political participation.<\/p>\n\n\n\n

A policy that does not address the culture of discrimination remains incomplete. And a society that maintains prejudices will inevitably reproduce exclusion \u2014 even when inclusive laws and programs already exist.<\/p>\n\n\n\n

In 2019, the National School of Public Health of the Oswaldo Cruz Foundation\/Fiocruz, linked to the Ministry of Health, began conducting research in collaboration with hundreds of people with and without disabilities from all parts of Brazil. From this research, a series of booklets in easy language was produced on the main issues that affect people with disabilities, including ableism. All this knowledge production addresses the confrontation of this system of oppression, in order to support the identification of our daily ableisms and the reflection on ways of coping. In this process, we reaffirm that this is a commitment of the whole society: to recognize and value the different ways of being in the world.<\/p>\n\n\n\n

More than half a million of these booklets have already been distributed, including at international events, where they have been very well received. The cover of the booklet “Fight Ableism” shows a man with a prosthesis in his leg, with his arms open, pushing the two side walls, in a confrontational posture. These materials are accessible and digital versions, are available in Portuguese, English, Spanish and French and can be downloaded by the QR code that appears in this presentation.<\/p>\n\n\n\n

Another initiative is the promotion of easy-to-understand communication, which was the subject of UN General Assembly resolution 77\/240, proposed by Brazil and adopted in 2022. In addition to being an important resource of communicational accessibility aimed at people with intellectual disabilities, accessible information benefits a wide audience, especially the most vulnerable segments. It is an important tool for the implementation of public policies and the fight against disinformation.<\/p>\n\n\n\n

In this sense, our government recently approved the national policy of Easy language in public administration so that information of public utility is better understood by the entire population.<\/p>\n\n\n\n

As a way to encourage international cooperation in this area, this year, in partnership with the Reference Center for Inclusive Education CREI SESC SENAC, in Rio de Janeiro, we promoted the Latin American Conference on Plain Language and Easy Read, which was attended by experts from all over the world committed to promoting the right to understand. Participants gathered at the meeting launched the Rio Declaration on Accessible Language and Inclusive Participation<\/a>. We invite everyone to learn about the Declaration and commit to moving towards strengthening accessible language as a cross-cutting human right. We highlight that the practical guide Simple as This, how to use Easy Language<\/a>, is also available for free in Portuguese, English and Spanish.<\/p>\n\n\n\n

The Brazilian government strives to include everyone, on equal terms with others, since coexistence is the key to inclusion. In addition to the inclusive education policy, which reached more than 92% of students with disabilities in regular schools, Brazil applies quotas for people with disabilities in universities, at work and reservation of vacancies in the public service. Institutional advertising includes actors with disabilities in public communication. People with disabilities should not only appear in government advertising and social media on commemorative dates, nor exclusively in specific agencies. They must be always present in advertising pieces, videos, billboards from all sectors. Representativeness contributes to reaffirming the inclusive institutional image, as well as opening space for professions such as models, actors and creators with disabilities.<\/p>\n\n\n\n

It is always important to remember that all public policies must necessarily be transversal, intersectoral, accessible and inclusive of people with disabilities at all stages. Nothing <\/strong>without people with disabilities.<\/p>\n\n\n\n

In conclusion, we would like, to invite everyone to launch with us this campaign to combat ableism to mark our collective fight against stereotypes and prejudices and promote respect for the dignity of people with disabilities. The “Fight Ableism” guide, posters and digital materials for social media are accessible and available free of charge in several languages.
