Por\u00e9m, 5,7 milh\u00f5es de brasileiros (Censo IBGE-2000) s\u00f3 conseguem compreender e entender essa comunica\u00e7\u00e3o se ela cont\u00e9m o recurso da legenda: os surdos e os idosos ensurdecidos.<\/span><\/p>\n<p><span style=\"font-family:Arial;font-size:85%;\"><\/p>\n<p style=\"text-indent:50px;\"><span style=\"font-family:Arial;font-size:85%;\">A partir de 19 de agosto de 2008 as emissoras ser\u00e3o obrigadas a ceder espa\u00e7o (em seu hor\u00e1rio nobre) \u00e0 propaganda eleitoral para que os brasileiros de todos os recantos do Brasil tomem conhecimento dos partidos e de seus candidatos que, este ano, concorrem a prefeitos e vereadores.<\/span><\/p>\n<p><\/span><\/p>\n<p style=\"text-indent:50px;\"><span style=\"font-family:Arial;\"><span style=\"font-size:85%;\">A utiliza\u00e7\u00e3o de legendas vi\u00e1veis e profissionais na propaganda eleitoral torna poss\u00edvel incluir os surdos no grande rol de brasileiros com direito ao benef\u00edcio<span> <\/span>da informa\u00e7\u00e3o, deixando-os aptos a, tamb\u00e9m, exercerem seu direito maior de cidad\u00e3o: o voto, express\u00e3o m\u00e1xima de sua vontade para que este ou aquele pol\u00edtico dirija seu Estado e o represente pelos pr\u00f3ximos quatro anos!<\/span><\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"font-family:Arial;font-size:85%;\"> Espera-se para a legendagem das mensagens partid\u00e1rias a mesma acuidade dispensada \u00e0 imagem e ao conte\u00fado. Para o surdo, a legenda <strong>\u00c9<\/strong> o \u00e1udio! Sendo, portanto, primordial para que exer\u00e7a seu status de direito: o de cidad\u00e3o brasileiro.<\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:black;\"><span style=\"font-family:Arial;\"><span style=\"font-size:85%;\"> A Lei prev\u00ea: &#8220;A propaganda eleitoral gratuita na televis\u00e3o dever\u00e1 utilizar a Linguagem Brasileira de Sinais (Libras) ou os recursos de legenda&#8221;. As  regras  que disciplinam a propaganda eleitoral gratuita est\u00e3o na Resolu\u00e7\u00e3o 22.718\/08 do Tribunal Superior Eleitoral &#8211; TSE <em>(Fonte: <\/em><a rel=\"nofollow noopener\" href=\"http:\/\/www.tse.gov.br\/\" target=\"_blank\"><em><\/em><\/a><em><a rel=\"nofollow noopener\" href=\"http:\/\/www.tse.gov.br\/\" target=\"_blank\">www.tse.gov. br<\/a><\/em><em><span style=\"color:#000000;\">)<\/span>. <\/em><\/span><\/span><\/span><span style=\"color:black;\"> <\/span><span style=\"color:black;\"><span style=\"font-family:Arial;\"><span style=\"font-size:85%;\">A lei, entretanto, n\u00e3o especifica que recurso de legenda \u00e9 esse.<\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:black;\"><span style=\"font-size:11pt;\"><span style=\"font-family:Arial;\"><span style=\"font-size:85%;\"> O closed caption surgiu nos Estados Unidos na d\u00e9cada de 1970. Atualmente diversos pa\u00edses utilizam esta tecnologia e a programa\u00e7\u00e3o de TV dos EUA e Canad\u00e1 \u00e9 quase 100% legendada, inclusive os comerciais. Na \u00e9poca, a Universidade Gallaudet (\u00fanica universidade do mundo com programas desenvolvidos para pessoas surdas, situada em Washington, DC) fez estudos entre os surdos, objetivando criar um consenso para a produ\u00e7\u00e3o das legendas que melhor os atendesse. Desse estudo surgiram os par\u00e2metros utilizados hoje na produ\u00e7\u00e3o da legenda oculta. Vide norma da ABNT &#8211; NBR-15290 &#8211; &#8220;Acessibilidade em comunica\u00e7\u00e3o televisiva&#8221;.<\/span><\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:black;\"><span style=\"font-family:Arial;\"><span style=\"font-size:85%;\"> Nas \u00faltimas elei\u00e7\u00f5es houve uma invas\u00e3o de legendas das mais diversificadas poss\u00edveis: com m\u00e1 qualidade, brancas (n\u00e3o considerando fundos claros), tamanho de fontes muito pequenos etc&#8230; muitas das quais imposs\u00edveis de se ler. A alega\u00e7\u00e3o que circulou na m\u00eddia, em resposta aos protestos dos surdos, foi a falta de tempo h\u00e1bil para uma maior elabora\u00e7\u00e3o das legendas. <\/span><\/span><\/span><span style=\"color:black;\"><span style=\"font-family:Arial;\"><span style=\"font-size:85%;\">Este ano, os dign\u00edssimos partidos e candidatos possuem tempo h\u00e1bil.<\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:black;\"><span style=\"font-family:Arial;font-size:85%;\"> Ent\u00e3o, nas pr\u00f3ximas campanhas eleitorais televisivas, esperamos poder, al\u00e9m de ouvir, LER propagandas com o mesmo alto n\u00edvel e gabarito das propostas dos partidos e seus candidatos, porque &#8220;<span style=\"color:black;\">principalmente hoje, pensar em todos \u00e9 a melhor maneira de pensar em si&#8221; (Nizan Guanaes).<\/span><\/span><\/span><\/p>\n<p style=\"text-align:justify;\"><span style=\"color:black;\"><span style=\"font-family:Arial;font-size:85%;\"><span style=\"color:black;\"> Uma campanha francesa exemplifica, de forma real\u00edstica, como seria nossa sociedade se a situa\u00e7\u00e3o fosse inversa.
