A conven\u00e7\u00e3o j\u00e1 foi assinada por 24  pa\u00edses e tem for\u00e7a de emenda constitucional. Ao comprometer-se a submeter a  mat\u00e9ria logo a vota\u00e7\u00e3o, Garibaldi Alves designou o senador Fl\u00e1vio Arns (PT-PR)  para lev\u00e1-la a Plen\u00e1rio. &#8220;Isso deve ser nossa
