Afirmou ainda que se o Congresso Nacional n\u00e3o tivesse vivido nenhum momento que justificasse o seu reconhecimento pelo povo brasileiro, seria este o momento, que se justifica plenamente com a ratifica\u00e7\u00e3o dessa conven\u00e7\u00e3o.<\/p>\n<p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\">\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\" lang=\"PT\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\" lang=\"PT\">Na mesma linha o Presidente do Supremo, Gilmar Mendes, festejou a Conven\u00e7\u00e3o como o primeiro tratado internacional que adquire poder constitucional, desfazendo a impress\u00e3o de alguns deputados de que o Tribunal poderia contestar a vig\u00eancia do documento.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\">\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\" lang=\"PT\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\" lang=\"PT\">O Ministro Paulo Vannuchi, em seu discurso, lamentou que ultimamente tem aparecido na imprensa apenas para falar de assuntos tr\u00e1gicos. Mas disse que, naquela solenidade, estava muito feliz porque a nova conven\u00e7\u00e3o era um fato a ser comemorado pelos defensores dos direitos humanos. Vannuchi disse que considerava a ratifica\u00e7\u00e3o do primeiro tratado com status constitucional da hist\u00f3ria do Brasil como um presente do legislativo, no marco das comemora\u00e7\u00f5es dos 60 anos da Declara\u00e7\u00e3o dos Direitos Humanos. O Ministro fez quest\u00e3o de destacar a import\u00e2ncia da <\/span><span style=\"font-family:&quot;\">titular da CORDE, Coordenadoria Nacional para a Inclus\u00e3o da Pessoa cm Defici\u00eancia, Izabel Maior, que ajudou a elaborar o documento, e foi fundamental em seu processo de ratifica\u00e7\u00e3o. Vannuchi comparou-a ao imortal Austreg\u00e9silo de Athaide, que contribuiu para a reda\u00e7\u00e3o da Declara\u00e7\u00e3o dos Direitos Humanos.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\">Estiveram presentes \u00e0 solenidade, diversos senadores, deputados, outras autoridades e ativistas do movimento das pessoas com defici\u00eancia.<\/p>\n<p><\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\">\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\" lang=\"PT\"> <\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;\" lang=\"PT\">Aprovada em dois turnos com qu\u00f3rum qualificado na C\u00e2mara e no Senado, a Conven\u00e7\u00e3o e seu protocolo facultativo cumprem o disposto na emenda 45, de 2004, que permite al\u00e7ar \u00e0 categoria de emenda constitucional os tratados de direitos humanos que ingressarem no pa\u00eds. 29 pa\u00edses j\u00e1 ratificaram a Conven\u00e7\u00e3o, que come\u00e7ou a vigorar internacionalmente em 3 de maio deste ano.<\/span><\/p>\n<p class=\"MsoNormal\" style=\"text-align:justify;\">\n<p class=\"MsoNormal\" style=\"text-align:justify;\"><span style=\"font-family:&quot;color:black;\">Um dos principais pontos da conven\u00e7\u00e3o \u00e9 o fato de o descumprimento de qualquer item que favore\u00e7a a inclus\u00e3o das pessoas com defici\u00eancia ser considerado discrimina\u00e7\u00e3o.
